Instructions
Preheat oven to 350 degrees F. Spray the bottom and sides of a 9x13" baking pan with non-stick cooking spray.
In a large bowl, combine cookie mix, water, egg, and oil until a soft dough forms and press into the bottom of the baking pan.
Bake for 15-17 minutes (do not over bake); let cool.
While the cookies are cooling, melt the butter in a medium saucepan over medium heat.
Stir in the sugar and evaporated milk and bring to a boil. Cook, stirring constantly, for 3 minutes. Remove from heat and immediately stir in marshmallow crème, peanut butter and vanilla.
Add peanuts and stir until incorporated. Pour mixture over the peanut butter cookie layer and spread evenly.
Place pan in the fridge (or even the freezer) to set the nougat quickly.
In a small bowl, combine chocolate chips and peanut butter. Heat in the microwave in 30 seconds and stir. Microwave again for 30 seconds and stir until creamy (you may need to repeat microwaving one more time).
Pour chocolate mixture evenly on top of nougat layer.
Return pan to the fridge and let chocolate layer set up.
When chocolate is hardened, cut into bars and serve.
